Eavesdropping via a “network of antennas”
According to media reports and international news agencies, the expulsion decision came after suspicious activities were detected in the Austrian capital. Intelligence sources indicated that the diplomats were suspected of using sophisticated equipment designed for signals intelligence (SIGINT).
These activities included the use of a massive “antenna network” installed on the rooftops of buildings belonging to the Russian mission. It is believed that this network is used for eavesdropping, collecting sensitive data, and tracking vital communications in the heart of Europe. Vienna gave the three diplomats a specific timeframe to leave the country. This brings the total number of Russian diplomats expelled by Austria since 2020 to approximately 14, reflecting a significant shift in Austrian security measures regarding Russian activities.
The end of the era of “lenient neutrality”
Vienna has long been known as a major hub for international intelligence operations, benefiting from its historical neutrality, the presence of headquarters for major international organizations, and a large diplomatic community. However, the outbreak of the Ukrainian crisis in February 2022 prompted Austria to gradually change its strategy and tighten restrictions on intelligence activities. It expelled four diplomats in 2022, two in 2024, and one in September 2025. This was due to their involvement in an industrial espionage case targeting the major energy company OMV. This latest escalation indicates that Austria, despite its commitment to neutrality, is no longer tolerating the use of its territory as a staging ground for security information gathering. Moscow views this as a politically motivated attack on its diplomatic missions and an unjustified escalation in bilateral relations between the two countries.
